    Anti-Social Behaviours Townhouse 37

    Wednesday 22nd April

    No Changes To Their Deliberate Behaviours of Nuisance and Annoyance.

    My neighbours and I have raised many issues.

    The hard part is that many issues that we bring to the attention of Homes NSW

    are repeat complaints spanning more than 2 years.

    Having to raise the same complaints over and over is extremely time consuming for all parties involved.

    We all signed Tenancy Agreements.

    We all have to abide by The Good Neighbour Policy,

    The Companion Animals Act,

    The Anti-Social Behaviour Policy,

    and for tenants not to violate The Disability Discrimination Act.

    We are seeking that Boundaries be Respected.

    And That Homes NSW make 37's passive aggressive anti-social behaviours please STOP.

    Wednesday 20th May

    I have been emailing with Council Waste Inspector, R.C.

    R.C. inspected the site today and made sure that the ramp was clear.

    R.C. said he was going to contact HNSW

    I gave him the Team Leader's email.

    Tuesday 19th May

    On Friday 8th May I put in a Dumped Rubbish Complaint to Council.

    On Monday 18th May I got an acknowledgement from Council.

    Tuesday 12th May

    It is appalling that HNSW do nothing.

    Today Tuesday 12th May

    I had a phone conversation with my Contact at Council.

    It is not Council's responsibility - This IS the responsibility of Homes NSW.

    I have asked my Contact if she could have the rubbish removed.

    My Contact graciously said that they will do what they can.

    If HNSW continue to do nothing

    Then no changes will occur:

    I haven't been out in a couple of days.

    Monday 11th May:

    On Thursday 7th May

    37 has dumped more rubbish.

    My predicition is that pretty soon their rubbish will be impeding the wheelchair ramp and access path.

    Impeding a wheelchair ramp is an illegal act.

    So as to not be a Disability Discrimination breach:

    I would recommend that HNSW tell them that it must be 2 metres away from the wheelchair ramp and access path.

    The correct place is inside their own carport until the nite before of a booked collection.

    This passisve aggressive anti-social behaviour has been going on for more than 2 years.

    It is disappointing that HNSW is not on top of it.

    The best way to stop poor behaviour is when it occurs, to nip it in the bud.

    On Tuesday 5th May at 12:15pm

    I am not friends with the man in 38 however I will support him as my neighbour.

    The tenant from 37 was playing music in the cul de sac SO LOUD that it was

    an act of nuisance and annoyance to surrounding neighbours.

    I could hear a rap song that was extremely offensive.

    The language was appalling and rascist.

    As this woman normally listens to 80's type music,

    I would deem that the choice of broadcast this time was a direct racial attack at the man in 38.

    On Thursday 24th April just after midday, the most aggressive tenant from 37 was bullying the other one.

    She was being abusive and behaving like a thug.

    The bullying tenant distressed the blonde tenant, by calling her a little slut.

    On Thursday 24th April after midday, I was talking with my neighbour RGP from 34.

    This person is suffering PTSD from being run over by the tenant in 41.

    The tenant from 37 driving white hatchback CJX21J entered our complex at approximately 30 k.p.h.

    I said "Who was that!?"

    And then I realized they were performing anti-social behaviour again as

    they continued to speed into the cul de sac and slam the horn on.

    I have escalated with my contact at Council that their rubbish please be removed asap.

    We are hoping for Thursday 23rd April morning.

    My contact at Council Excelled.

    The rubbish was removed on Wednesday 22nd April.

    I spoke with E.A. on site so I withheld Monday's video.

    But still.............. we'd just like some changes please.

    Friday 17th April

    At 8pm on Thursday 16th April RGP and I heard 3 loud deliberate bangs.

    Image below is of smashed kitchen window.

    The two women engage in a lot of disruptive yelling and screaming with each other.

    I do not know who smashed the window.

    On Friday 17th April at 1pm

    If they are not being malicious then why is their rubbish placed pushed against the bollards?

    So as not to block the wheelchair access ramp:

    Could they please be asked to put their rubbish against their own kerb?

    Could they please be asked to ensure that their rubbish is put alongside their own kerb.

    Alongside their own kerb the rubbish needs to be no more than 2 metres wide.

    Could they please be asked to keep their rubbish 2 metres away from the bollards.

    Could a Council Cleanup please be booked.

    WHY put their rubbish here?

    I copied T115 into an email request for rubbish collection to Council.

    I never heard back from Council.

    Could the CSO please follow up to have this rubbish removed.

    Also, there does appear to be more rubbish in their carport.

    Could that please be put out for removal.

    Thursday 16th April

    This entry is in conjunction with the email that I sent regarding 37's screaming, yelling and smashing.

    I am disappointed to see that the rubbish is still here.

    It is an eyesore.

    It is an OH and S hazzard.

    My scooter dash cam doesn't pick up just how loud their music is.

    This is typical disrespectful behaviour in act of nuisance to annoy their neighbours.

    Could the CSO book a Council Cleanup please?

    In the next video one of the tenants is now machining her car.

    You can see how they have "thoughtfully" created an access path for wheel chair users to the left of the rubbish.

    It would be an OH and S mistake for me to scooter up there.

    They have a large dog with an attack history.

    I am not going to scooter abreast of their carport.

    Anything could come flying out.

    With her car parked where it is I wouldn't be able to have clear access anyway.

    Re, The ASB of deliberately blocking the wheelchair access:

    My initial thought was its kind of an improvement ......

    On Wed 15th April at approx 3:30 pm

    They watched as I took my walking stick and moved the carpet underlay.

    My concern was that they could have put anything under it to cause me a flat tyre.

    I stuffed the underlay tight under the other rubbish with my walking stick.

    There was no, "Oh sorry - let me fix that for you.

    When I came back the carpet underlay was back as a hinderance again

    Wednesday 15th April approx 3:30 pm

    In the next video you can see where as an act of nuisance and annoyance,

    they have retrieved the underlay that I had packed in tightly with my walking stick

    and put it back on my access. This time I picked it up with my hand and threw it on their heap.

    Actually you can't see it well.

    I have 2 phones.

    I have made a cradle on the front of my mobility scooter, which is my scooter dash cam.

    That's why my eye view is different to what my camera caught.

    But you can see the underlay for a moment when it is in my hand.

    The tenants in 37 think they can do whatever they want because there are never any consequences.

    The permanent outcome that I need is that the wheelchair path is always accessible.

    When Kathleen was working with me last year the question was raised:

    "Michael, why is it only you making the complaints"?

    My answer was that there definitely are other people who are hurting.

    They do come to me.

    Often people don't know how to ask for help.

    Whether it is learned helplessness, lack of drive, literacy or for whatever reason, they just don't follow through.

    This is an escalation of long term antisocial behaviour complaints from the tenants in Townhouse 37.

    I am please seeking that HNSW crack down on the illegal and reckless behaviours of the tenants in Townhouse 37.

    Issues have gone unchecked for too long and the tenants in Townhouse 37

    behave appallingly because there have been no enforcement nor consequences.

    Complaint 1:

    I allege that the tenants in 37 are using their HNSW property to operate a business.

    They distribute and sell fruit.

    Complaint 2:

    The constant commercial quantity of empty fruit boxes left in the common area is a breach of OH and S.

    Complaint 3:

    My Main Complaint That Affects Persons With Physical Disability:

    The tenants in Townhouse 37 are deliberately blocking wheelchair access.

    I allege that this is an act of Anti Social Behaviour.

    Brief History:

    When Rutul was my CSO, both Rutul and Team Leader Jim

    visited the tenants in Townhouse 37 a few times.

    Both Rutul and Jim politely explained that they were blocking wheel chair access into the complex.

    A nice compromise was explained but the nice approach didn't work.

    Townhouse 37's ongoing discrimination of persons with physical disability continued.

    So CSO Cassandra wrote and distributed this letter to all tenants.

    The tenants in Townhouse 37 continue to behave recklessly.

    On 10th January 2025 Jim Green and I had an onsite meeting with the inspectors from HP.

    The result was that HP built proper wheelchair access, including bollards to prevent

    the vehicles of 37 deliberately blocking the access path of the wheelchair ramp.

    Over the past 2 years the commercial quantity of fruit boxes are regularly left outside Townhouse 37.

    Their carport is 99% vacant.

    They still park their vehicles in the common area.

    Their vehicles make it difficult for Ozzie (38) to reverse his car out of his carport.

    I have made complaint(s) to T115 but it is my concern that:

    HNSW has not actioned the complaints.

    This has resulted in the tenants from 37 becoming over entitled

    and believing that there are no consequences.

    Townhouse 37's close proximity neighbours can supply more information about other ASB complaints.

    Throughout Easter 2026 Townhouse 37:

    parked their vehicles,

    placed their bins

    and their commercial quantity of fruit boxes

    blocking other people's access

    in the common area / cul de sac.

    I felt unheard by HNSW.

    So I escalated to the office of Kobi Shetty MP.

    The below video was on Good Friday:

    The empty carport of Townhouse 37 is not being used for its intended purpose:

    If tradesmen need access they are not able to park in the cul de sac.

    In the following video I demonstrate how 37 have deliberately put their rubbish right to the edge of the wheelchair access.

    There is plenty of room on their side of their property.

    It would only take one more thing to block the wheel chair access.

    I ask a random man if he would please move the desk, which he kindly does.

    The following video is from approximately 10 am on Monday 13th April.

    As predicted Townhouse 37 have now deliberately and illegally blocked wheelchair access.

    This is extremely dangerous for me if I need to enter or exit the complex urgently.

    I allege that this is deliberate reckless behaviour intended to cause distress or injury.

    The commercial quantity of fruit boxes had been there since January this year.

    Council removed the fruit boxes on Easter Tuesday.

    Instantaneously the rubbish appeared.

    I feel that these are now out of control problems

    that need to please be cracked down on by HNSW on a regular basis.

    I exercise my Service Dog on my mobility scooter.

    99% of the time for a number of reasons, I do not leave the parameters of our complex.

    I use the entrances back into our complex to escape quick situations that make me feel unsafe.

    Under the HNSW AntiSocial Behaviour Policy I allege that:

    It is illegal to block wheelchair access.

    That the tenants in Townhouse 37 deliberately engage with conscious disregard

    that could create serious injury to mobility aid users, or anyone else.

    I am please seeking that the behaviour of the tenants in Townhouse 37

    is brought back into line with:

    The ethics of The Good Neighbour Policy

    The ethics of The Anti Social Behaviour Policy and

    Their obligations and responsibilities of their Tenancy Agreement.
